REGULATIONS OF THE UNIVERSITY OF TURIN TEACHING AND LEARNING CENTER
Art. 1 - Establishment
Pursuant to art. 20 of the University’s current Statute, the University of Turin Teaching and Learning Center, hereinafter called the TLC, shall be established.
The TLC is set up as a Level 1 Responsibility Centre, pursuant to the current regulations.
Art. 2 - Purposes
The Center was created to meet two needs: to develop and implement the numerous teaching innovation actions at the University of Turin; to effectively respond to the national and international goals and projects that place the University of Turin at the centre of networks for designing and developing teaching innovation actions. The Center was created as a response to department needs but also as a space for developing teaching expertise within the departments. The purpose of the Center is to encourage innovation in the field of teaching, including digitally assisted teaching, through research, training, and development of cutting-edge teaching methodologies and proposals.
Art. 3 - Participation in the Center
All Departments participate in the Center’s activities and governance through their Teaching staff and Researchers. The teaching staff, researchers, and doctoral students, research fellows and those who, for research or teaching reasons, are affiliated with the Departments, even temporarily, participate in the activities of the Center, which can also have other, highly qualified external professionals in the T&LC’s sectors of interest contribute.
Art. 4 - Funding
The center is awarded an initial endowment to launch its activities, to cover the fixed costs, and to manage the research and development activities included among the Center’s purposes. When fully operational, the funding will be set based on the Center’s development and according to the methods reported below.
Teaching and Student Services Division.
Each year, the Center prepares an expenditure and income budget in relation to a planned activity schedule, to be presented to the Board of Governors during preparation of the University’s balance sheet forecast.
Based on the budget proposed and the activity schedule, having assessed the sustainability of the latter with the competent Divisions, the Board of Governors will set the amount of annual funding.
The participation in research calls and collaborations with third parties may bring additional economic resources to the Center.
Art. 5 - Structure and Offices
To realise its goals, the Center will use the rooms, equipment, and facilities allocated to it by the University and present in the Departments for specific activities. The Center has its headquarters in the rooms that the University will assign it
Art. 6 - Organisation of services
The services needed for the Center to operate are ensured:
- for the general services (Research, Teaching, Logistics, and ICT management services), by the Divisions responsible for that area;
- for the services distinguishing the Center, by any additional technical and administrative staff, assigned to the Center by the General Director;
as far as compatible with the resources available and the University planning.
Art. 7 - Administrative and accounting management
The Administration and Accounting Area — Centers Hub undertakes the administrative and accounting management, in line with the University accounting rules and with the University single budget
Art. 8 - Bodies
The following are the bodies of the Center:

- The Management Council
- The Scientific Committee
- The Executive Committee
- The Director
Art. 9 - Management Council
The Management Council is the body for guiding and planning the Center’s activities. The Council is composed of the Rector, or their delegate, as Chairperson, a representative for each Department, the Director of the Center, the Vice-Rector for Teaching, the Vice-Rector for Research, the Chairperson of the Teaching Commission of the Academic Senate, the Chairperson of the Research Commission of the Academic Senate, a technical and administrative staff representative identified by the reference Divisions (Teaching and Student Services;

Innovation and Internationalisation; IT Systems, Website Management, E-Learning (SIPE); Research), and 4 student representatives identified by the Student Council.
The Management Council:
- defines the guidelines that will be developed during the year;
- establishes the Center’s strategic priorities;
- approves the coordination lines between the Center and public and private bodies in implementing projects in line with the Center’s mission;
- prepares the draft balance sheet forecast and approves the end-of-year financial statements.
The Management Council is appointed for 3 years and its members may be re-elected for just one mandate.
Art. 10 - Scientific Committee
The Scientific Committee supports the Management Council in defining the guidelines for the Center’s research activities, providing for their methodological set-up and results, supporting their national and international dissemination. The Scientific Committee is composed of expert scholars in the sector, put forward by the Management Council and appointed by decree of the Rector. The Scientific Committee is appointed for 3 years and its members may be re-appointed for just one mandate.
Art. 11 - The Executive Committee
The Executive Committee operationally translates the guidelines and planning defined by the Management Council and adopts the requests of the Scientific Committee. It prepares the three-year development plan and the annual implementation plan for the Center’s activities, as well as the proposed budget, and presents them to the Management Council.
The Executive Committee is composed of the Director of the Center, as Chairperson, the Vice Director of the Center, two representatives for each macro area identified by the Management Council, and two members identified by the Rector based on the sector expertise.
The Executive Committee is appointed for 3 years and its members may be re-appointed for just one mandate.
Art. 13 - The Director
The Center Director is appointed, internally, by the Management Council from among the permanent teaching staff and researchers at the University. The Director is appointed by the Rector by their own decree, remains in the role for three years, and may be re-appointed for just one mandate. The Director appoints a vice director.
The Director:
- represents the Center and supervises all the Center’s institutional relationships;
- verifies that the Center’s organisation and activities comply with the criteria and programmes established by the Management Council;
- convenes and oversees the Executive Committee;
- coordinates the Center’s scientific and organisational activities;
- takes care of implementing the programmes approved by the Management Council;
Teaching and Student Services Division
- regularly updates the list of Teaching staff and Researchers at the University who participate in the Center’s activities;
- for the responsibilities referred to in art. 20(4) of the University Statute, communicates what is necessary for the Center’s regular three-year evaluation;
- is responsible for managing the technical and administrative staff, supporting research, who are affiliated with the Center.
Art. 14 - Evaluation
The Center is subject to a regular, three-year, systematic evaluation, including by external auditors.
Art. 15 - Duration
The duration of the Center shall be established as three years and will be automatically renewed for an additional three-year period subject to the positive evaluation referred to in the previous article.
After two three-year periods, the continuation of the Center’s activities must be approved with the same procedure established by art. 20 of the University Statute for its initial launch.
Art. 16 - Amendments to the Regulation
Any amendments to these Regulations may be proposed by the Management Council with an absolute majority of its members.
The amendments are subject to the approval of the Administrative Council of the University subject to the opinion of the Academic Senate.
